RFP alert: IREC seeks proposals for five solar-plus-storage projects in Puerto Rico

The work will consist of installing solar systems with a capacity of approximately 5 kW and battery energy storage systems with an approximate capacity of 13 kWh. An informational webinar will be held on May 6.

The Interstate Renewable Energy Council (IREC), with the support of the University of Puerto Rico–Mayaguez, released a request for proposals (RFP) for the installation of five solar-plus-storage resilience hubs in five underserved communities in Puerto Rico.

In 2024, IREC installed resilience hubs in five communities. After Puerto Rico was devastated in 2017 by Hurricane Maria, the intention for these hubs is to provide solar and storage installations that will ensure reliable access to electricity during and after natural disasters.

This 2025 RFP is for the second part of a multi-year commitment from the U.S. Department of Energy to provide basic energy resilience to hundreds of communities across Puerto Rico.

Interested solar-plus-storage installation companies must submit a maintenance plan for the optimal operation of the systems for the next three years. The work will consist of installing solar systems with a capacity of approximately 5 kW and battery energy storage systems (BESS) with an approximate capacity of 13 kWh.

This opportunity is a design-build project that includes engineering, procurement, construction and maintenance of the system, with equipment approved for installation and interconnection with the Puerto Rico electrical grid. Project installations should commence by July 1, 2025 and intend to have all five systems completed by September 15, 2025.

The installations are planned for San Diego, Coamo; Rubias, Yauco; Quebrada Arenas, Caguas; Castañer, Lares; and La Perla, San Juan.

IREC encourages proposals with plans for all five sites, although they will consider contractors who apply for fewer than five.

Applications in Spanish are strongly preferred and must be submitted through the online application. The deadline for submitting the proposal is 11:59 p.m. Atlantic Standard Time (AST) on May 30, 2025. The RFP timeline includes target dates that are subject to change.
