But the battle may not be over, since Commission Chair Jim O’Connor plans to revisit the Value of Solar case at an October meeting.
New CPUC proposal could negate benefits of virtual net metering for some solar projects

The California Public Utilities Commission has proposed changes to the state’s Virtual Net Energy Metering (VNEM) and Net Energy Metering Aggregation (NEMA) programs that could deny multifamily properties the ability to consume the energy that they produce onsite without selling it to the utility and buying it back at higher rates. Various groups are protesting this proposal that could impact solar installations at apartment complexes, schools and farms.
DOE to begin accepting low-income solar bonus credit applications in early fall

The Treasury Dept. and IRS have issued final regulations and application portal plans for the IRA’s Low-Income Communities Bonus Credit Program. The date and time the Application Portal will open for registration and application submission and additional program resources will be announced in early September.
Treasury proposes new rules to help solar contractors comply with prevailing wage and apprenticeship requirements

The Treasury Dept. released new proposed rules for the IRA’s prevailing wage and apprenticeship requirements, including how to correct failures and substantiate compliance. They also incentivize the use of Project Labor Agreements, which govern terms and conditions of employment for all workers — union and non-union — on a construction project, according to AFL-CIO.
New Jersey celebrates approval of permanent community solar program

The New Jersey Board of Public Utilities voted to establish a permanent community solar program after two successful years of a pilot program. Under the permanent program, projects must provide customers a guaranteed bill credit discount of no less than 15% for the duration of their subscription.
